This guy probably has no clue. Most likely, he saw 2 suited cards and decided it was a must play. However, objectively speaking, the call is not so bad. I think the stacks are deep enough that he can call and try to hit a flop and possibly stack you (which is exactly what happened).
Putting in 200 to win the 4K in your stack is fine and with his stack, he can definitely afford to blow 200 chips on this hand.
You might want to fold on the flop after getting raised all-in. I haven't played these stakes in a while but I've gotta imagine that he wouldn't raise all-in with a hand you can beat. Maybe a flush draw but that's about all you are beating.
