The first club to be built on Highway 91 was the Pair-o-Dice Club in 1931. This is a fact.
It is also a fact that this section of Highway 91 is not part of, as you called it, the current "strip".
On a side note, the Pair-O-Dice was oringally called a nightclub, and not a casino. It was only upon the rebuild in 1942 that it was classed as a casino.
So - Not on the strip, and not even a casino.

(though i do concede my answer is tricky. I think there's a variation where you play with your shirt off and you hold your cards against your forehead too but in all the most common forms, it's a push. And a 21 on split aces isn't a BJ. I did consider the hooker angle but dismissed it as this is a family oriented forum.

hahaha and for the record, I think the el rancho vegas was right also... every thing I see say it was the 1st on what is "now" known as the vegas strip... even though he did say 1st "casino" not hotel/casino resort, and according to wiki there were "gambling clubs" on that portion of road b4 the el rancho, which if u could find out the name of the 1st "gambling club", that could have been the right answer... but the correct answer he accepted doesnt do that... unless u can find evidence that it the dice o place or whatever, had a casino in the basement... and was the 1st to be there
