I'm not sure that I agree. It does mean that he's ceded control of the pot to you, but that doesn't mean weakness necessarily. I've found that this often indicates a medium strength hand that intends to call but doesn't want to play a big pot, or occasionally a trap as it was here.

At these limits, it's 80% conceding the pot on a semi-bluff draw, 20% trap. It just so happened it was the 20%; it's a +ev play at these limits in the long run, though, imo.
