Enforcing BAP rules?

I think that before a player is to play a BAP event, that they should demonstrate a couple of test post, and improve or prove that they have the knowledge and capabilities to handle the rules of the BAP. Tournament I.Ds should absolutely be mandatory and enforced, so that we can verify that the game was in fact played. Until these test post occur to demostrate BAP worthiness, then that player/players should not be allowed to play.
