Well here in sac. I have smud , they only check the meters every three months . So in between they average out your usage . So like every three months i usually get a bill higher than the two months before . I dont know if this helps , but good luck !!!!!!!! You don't have a gas leak around the house do you ? P.s. My family is an electrical contractor in sacramento , and whenever we have to deal with pg & e it is a real pain in the .... B#lls !!!!!!!!! I hope you get this worked out .
