Double the Big Blind raise and you hold 9-10 suited? GO FOR IT! You have a decent hand and a fair chance at hitting your cards.

I agree, If your in the big blind then you are getting 3.5/1 on your money and the only hands that are better favourite then this over the 910s are pairs 99 and up which are unlikely to just double the big blind. Even going against 10J you are getting the correct odds to call.
Definate call in any situation.

4. What is the image of the person who raised.
5. What kind of tourney is it?
depending on where you are this is a variable play, if UTg raises and you are in MP then i fold, if your in the cutoff - BB id call it, hoep for a ncie flop, but be prepared to make decisions as if to continue to draw with the hand, and make sure you understand pot odds
Im going to look at the perspective of a cash game player:
What is your stack relative to his and blinds? If more than 50x BB and less than or even to his, you call.
What is his and more importantly your image? This dictates how you can play postflop, and if you are confident that you can outplay him, call!
Times not to call: mid position (early position call will bring in a lot of players, thus giving you good odds if you hit), short stacked, opp short stacked, or uncomfortable playing postflop with said player.

If you have 910s in a cash game and you dont call a bet to just double the big blind then you are playing in a game that you shouldnt be.
Suited connectors like this are the sort of hands that you should be playing in any cash game, regardless of your position and the other players at the table.
For just 2x the big blind is about the cheapest you can see a flop for online and suited connectors are the best drawing hand out there. It is a certain call in any situation as i said before.
Im not going to get into all the pot odds and implied odds as it will take too long but if you think that 2x the big blind is too expensive to see a flop for then move down to a level that isnt too expensive, start playing these sorts of hands, and start to see an improvement in your winnings.
