Technically no.
The think about the UK is it is similar to the US.
You have 50 "states". Each one is seperate in its own way, but part of the common "whole" (USA).
We have 4 countries, England, Wales, Scotland, and Norther Ireland. Together they make up the UK. Each one is officially classes as a country, but you dont need a passport to go between them, and they are all run overall by one government.
I am welsh, as im born in Wales and my Dad is welsh, i live in England right now, so yeah im kinda English in a way, as it makes little difference, but the term "British" is generall y used to describe someone from the UK.
The seperate use of "Welsh" is me being specific and patriotic i guess
