First think about the question.

13 months is what % of 5 years or 60 months?

second write the equation

13/12 = x times 5
or
13 = x times 60

third simplify

13 = 60x

solve

13/60 = 60x/60

21.7% = x

So 13 months is 21.7% of 5 years.
