As far as I know, the random jackpot is random. This means that it is awarded randomly and the casino does not individually pick the person to award the jackpot to.
If you'd like me to look into this to find out what the problem was I would be more than happy to. Please have your friend email me his/her account information and I will get a response to them within a day.
Chances are one of the terms were not followed. If the player was playing on a "free chip" they would not be eligible to receive the winnings of the random jackpot.
